April 17-20, 2014 Khabarovsk hosted the Far East International Forestry Congress ‘Far East Forestry Development Strategy’ organised with the support of the Ministry of Natural Resources and Environment of the Russian Federation, Ministry of Industry and Trade of the Russian Federation, Federal Forestry Agency of the Russian Federation (Rosselkhoz), WWF Russia and Far East Chamber of Commerce and Industry. April 17 the Congress was opened with plenary session ‘Competitive advantages, prospects and development trends of the Far East forestry’ moderated by P.V. Trushevsky, Director of Forest Certification company. Welcome speeches were delivered by Vera Gennadievna Khmyrova, Head of Forestry, Paper-and-Pulp and Woodworking Industry Department of the Ministry of Industry and Trade of the Russian Federation and Vyacheslav Aleksandrovich Kovalev, Deputy Minister of Natural Resources of the Khabarovsk Krai – Chairman of the Committee on Forestry.
The plenary session was attended by more than 120 specialists from Moscow, St. Petersburg, Sakha Republic (Yakutiya), Khabarovsk Krai, Primorsk Krai, Krasnoyarsk Krai, Amur Region, Magadan Region, Sakhalin Region, Moscow Region, Jewish Autonomous Region, Sakha Republic and other. The heads of the following top forestry enterprises of the Far Eastern Federal District participated in the session: RFP Group, Terneyles, Primorsklesprom, Dalexportles Association, Russian Union of Timber Industrialists and Exporters, Liebherr Russland, Suluk, WALTER Company, TransLes etc.
The plenary session participants were focused on assessment of the Far East forestry prospects and top-priority investment projects regarding forest exploitation implemented in the Far Eastern Federal District. The issues of federal and regional forestry legislation development and possible elimination of customs duties on rough timber were also on the agenda of the session. The key topic discussed by the participants was the issue of competitive growth of the Far East forestry.

A great deal of interest was generated by Euro-Asian bioenergy conference: ‘Bioenergy. Alternative energy development prospects’ which allowed specialists getting valuable insights into development of bioenergetics in the Far East today, present needs of the Russian and foreign market, trends in small pellet business. The Congress participants also actively discussed the search for practical solutions of urgent problems concerning development of the Far East infrastructure. This topic was discussed at the round table ‘Harvesting, saw-milling and woodworking in the Far East. Infrastructure development’.
Issues and methods of efficient forest products trade were on the agenda of the section ‘Far East woodworking industry development– regional, federal, international efficient procurements and sales in the framework of Teclot.com - the Unified Euro-Asian Electronic Trading Platform (partner of TenderPro Company Group)’.
April 18 the following round tables were held in the framework of the Congress: ‘Law on timber record and timber-related deals. Forest policy and certification’, ‘Sustainable forest exploitation. Reforestation, regional specificity of forest management’ and ‘Automated information systems as integral part of present-day forestry’ (WWF Russia partner).
Today the Far East forestry is heavily dependent on implementation of requirements of the new law, providing new regulations on timber record and timber-related deals. Thanks to participation in events of such profile the Congress participants were able to get answers and practical recommendations on most of their questions. According to the experts, engagement of business representatives in discussion of subordinate legislation will allow maximising efficiency of its development and implementation.
All Congress participants noted high importance and relevance of this most large-scale event of the Far East forestry, as well as its high organisational level. The Far East International Forestry Congress will result in adoption of General resolution to be forwarded to federal and regional executive and legislative authorities.
The Far East International Forestry Congress was held jointly with the 8th international specialised exhibition Tekhnodrev Far East (April 17-20, 2014, Khabarovsk). The exhibition hosted more than 60 enterprises from Russia, Austria, Japan, Italy, France, Lithuania, Germany, China and Finland. The exposition was sprawled over two venues: the exhibition hall of Track-and-Field Arena of the V.I.Lenin Stadium hosted the large exposition of equipment, machines and tools for woodworking, logging, sawmilling, furniture production, manufacturing and combustion of biofuel and wooden construction; at the open-air venue exhibitors demonstrated the work of logging machines, lathes, sawmills and other woodworking equipment.
FORESTEC Interactive Forestry Portal participated as Information partner of the Congress. FORESTEC portal regularly featured various analytical materials on the Far East forestry in the framework of the online press-centre, as well as interviews with the heads of exhibiting companies, expert opinions and other relevant and useful information.
